Sealed proposals for the following contract will be received by The Port Authority of New York and New Jersey in the office of the Chief Procurement Officer, Attn: Bid Custodian, 4 World Trade Center, 150 Greenwich Street, 21st Floor, New York, NY 10007, until 2:30 PM on the date indicated where the proposals will then be publicly opened and read in the Bid Room.

Contract documents may be seen at the Contract Desk on the 1st Floor, 2 Montgomery Street, Jersey City, NJ and may be obtained upon receipt of a non-refundable payment of $100.00 per set.  If contract documents are not immediately available, prospective bidders are encouraged to pre-order the contract documents by sending the payment of $100.00 per set in advance.  The contract documents will be shipped by overnight delivery at no additional cost as soon as they become available.  Only company checks or money orders payable to the order of The Port Authority of New York and New Jersey will be accepted.  If checks or money orders for documents are mailed, address them to The Port Authority of New York and New Jersey, Contract Desk, 1st Floor, 2 Montgomery Street, Jersey City, NJ  07302.  For availability of contract documents, go to http://www.panynj.gov/business-opportunities/bid-proposal-advertisements.html?tabnum=3.  Questions by prospective bidders concerning the contract should be directed only to the person whose name and phone number is listed.

Contract - JFK-1071 – John F. Kennedy International Airport – Electrical Infrastructure Repairs Via Work Order. Estimate Range: $1M - $5M. Bids Due: Wednesday, July 12, 2017. The work under this contract consists generally of repairing and installation of substations switchgear, duct bank systems, power distribution systems, switchgear circuit breakers, protective relays, current transformers, potential transformers, DC power system, transformers, underground feeders, video inspection, test pits, and other power distribution system components; site work incidental to electrical infrastructure work, including excavation, backfill, paving, pavement marking, landscaping, sidewalk, curbs, fencing, maintenance of traffic and work area protection and related work at various airside and landside locations at John F. Kennedy International Airport, Queens, New York, all as directed by Engineer and in accordance with Work Order(s) issued by the Engineer. This project contains Prerequisites:  
1.) The bidder must demonstrate the following:
a. That bidder has a minimum of five (5) years of continuous experience as a general contractor performing similar type of work.
b. That bidder has a minimum of five (5) years of experience with the coordination and management of various electrical infrastructure work, such as repairing and installation of substation switchgears and power distribution system infrastructure work.
2.) That the entity performing the repairing and installation of substation switchgears and power distribution system infrastructure work has the following qualifications:
a. A minimum of five (5) years working on contracts comparable in type and complexity to the work of this Contract.
b. Completed or substantially completed at least two (2) contracts comparable in type and complexity to the work of this Contract.
c. The entity's full-time Project Manager shall have a minimum of five (5) years construction experience on contracts comparable in complexity (working in multiple areas of an airport facility in a staged manner).
d. The entity's full-time Superintendent shall have a minimum of five (5) years construction experience on contracts comparable in type (repairing and installation of substation switchgears and power distribution system, and any components related to power distribution system infrastructures) and complexity (working in multiple areas of an airport facility in a staged manner).
e. The entity's full-time Project Manager and Superintendent shall have experience with the scope of work of this Contract.
A Proposal submitted by a bidder who does not meet the prerequisite Qualification Information requirements will be considered non-responsive and the bidder's Proposal will not be eligible for acceptance by the Authority.
