INDUSTRY OUTREACH EVENT - JUNE 8, 2023

AIRTRAIN NEWARK REPLACEMENT PROGRAM - 

GUIDEWAY AND STATIONS PROJECT

The Port Authority of New York and New Jersey will host a virtual Industry Outreach Event at 10:00 a.m. on Thursday, June 8, 2023, for parties interested in learning about the anticipated procurement for the design and construction (including the furnishing, delivery, installation, testing, and commissioning) of the AirTrain's Civil Infrastructure, specifically the Guideway and Stations. The purpose of the Industry Outreach is to provide context and background regarding the Project, the Request for Qualifications (RFQ), and the anticipated procurement process.   

Industry Briefing Registration

Interested parties must RSVP by registering through this link: Industry Outreach Registration Form  by no later than 5:00 p.m. EST on Wednesday, June 7, 2023. Questions regarding the industry outreach should be sent to Raquel Pinto, Procurement Contracts Manager at rpinto@panynj.gov.

The Industry Briefing will be recorded and made available on the Port Authority website for those firms unable to attend the industry briefing.

Request for Qualifications (RFQ)

Following the industry briefing, the Port Authority will publicly issue a Request for Qualifications (RFQ) for the Project.  The objective of the RFQ will be to identify and shortlist prequalified firms to advance to the Request for Proposals (RFP) phase of the procurement. Respondents to the RFQ should be comprised of one or more lead contractor(s) and one or more lead designer(s).

We strongly encourage interested firms to thoroughly review the RFQ to determine whether this opportunity aligns with their firm’s past project experience, current and anticipated workload, bonding and financial capacity, and overall business and risk model, noting that the Project will be delivered using a design-build project delivery model whereby significant responsibility will be placed on the Contractor to deliver the Project. By utilizing a design-build project delivery approach, the Port Authority expects to secure substantial benefits for the Project, including expedited project design and construction scheduling, optimal risk allocation, competitive design selection, cost savings, and clear assignment of performance responsibilities.
