NOTICE OF INTENT TO RELEASE A REQUEST FOR PROPOSAL
FOR PERFORMANCE OF EXPERT PROFESSIONAL ENGINEERING SERVICES

The Port Authority of New York and New Jersey (the “Authority” or “Port Authority”) is intending to release Request for Proposals (RFP) on or about the fourth quarter of 2023 for Expert Professional Engineering Design, Enterprise Asset Management, Quality Assurance, and related technical services for the Engineering Department on task order basis. PURPOSE:
The purpose of this notice is to provide early awareness of the impending RFP(s). This notice is being issued solely for informational and planning purposes and does not constitute a solicitation.
SUMMARY:
The following information provides background information for the intended RFP(s) as well as high level view of the expected Scope of Services.
Background

The Engineering Department is responsible for the delivery of high-quality and cost-effective planning, architectural and engineering design, and construction management services in support of the agency’s capital and operating programs. In addition, the department ensures the structural integrity, life safety, and code compliance of all agency’s facilities. The Engineering Department is comprised of six divisions: Engineering/Architecture Design, Construction Management, Engineering Operations, Quality Assurance, Project Delivery and Enterprise Asset Management.
Scope of Services
The Port Authority of New York and New Jersey will be seeking experienced firms (“consultant”) with demonstrated experience and technical capabilities in providing engineering design, enterprise asset management, quality assurance, and other related technical services, for the Engineering Department. The services may include, but not limited to, providing design, asset life cycle management, operation analysis, data collection, and tenant construction project code reviews, for various projects at all Authority facilities.
The Consultant will be a source of assistance to the Authority’s Engineering Department which, may include, but not limited to, providing multi-discipline professional design services on an array of projects; assisting in provisioning a range of tactical, operational, strategic, and transformational support related to facility operations, infrastructure management, and implementation of the authority-wide Enterprise Asset Management (EAM) program; providing tenant alteration construction project building code review services for commercial and industrial buildings including knowledge of all applicable construction codes and the reference standards of the City of New York, New York State, and State of New Jersey; obtaining support staff and/or other related technical services, to be performed on an task order basis.
The Port Authority will not address questions regarding this Notice of Intent nor the intended release of said Request for Proposal, until the RFP is officially released.
The Port Authority at its sole discretion may at any time withdraw or cancel this Notice of Intent and/or the intended release of the RFP(s).
This Notice of Intent is no assurance that a Proposer(s) will be selected for performance of the subject RFP(s) and/or Scope of Services.
Proposers will be provided further details regarding the RFP solicitation including but not limited to, how to propose, proposal due date, pre-proposal meeting, etc., upon release of the Request for Proposals.
