The Port Authority of New York and New Jersey (the “Port Authority”) intends to pre-qualify prospective bidders for the Work Order projects listed below. SCOPE OF WORK:
The Port Authority of New York & New Jersey (“Port Authority” or “Authority”) seeks to award multiple Master Agreements (also referred to as “Contracts”) for Priority Marine Rehabilitation on a Work Order basis for New York and New Jersey Marine Terminals (“Project”). The Authority anticipates awarding Master Agreements to multiple firms, who will compete for Work Orders. Only firms that have an executed Master Agreement will receive requests for bids for future Work Orders. Request for bids on future Work Orders may include, but not be limited to: the specific scope of work to be performed under the Work Order, any specific terms and conditions, notice of the application of any requirements as per any funding, bid bonds, if required, and a bid form. Unless otherwise stated in the request for bid, award of each Work Order shall be made to the responsible firm submitting the lowest responsive bid pursuant to the Authority’s standard bidding process.
Firms may submit qualifications for one or more of the ranges below, but in every case must demonstrate compliance with requirements set forth in the RFQS.
Range A is set aside for Local Port Authority Certified M/WBE firms. Range B are open to all firms.
1. Range A – Up to $2,500,000 (Local MWBE/SDVOB set-aside) *
2. Range B – Greater than $2,500,000
* Only firms certified as Minority Business Enterprise (MBE), Service-Disabled Veteran Owned Business (SDVOB), Small Business Enterprise (SBE), Woman Business Enterprise (WBE) collectively referred to as MWBE/SDVOB, by the Port Authority of New York and New Jersey can qualify for Range A.
It is anticipated that the bid document(s) will be available to pre-qualified bidders on a work order basis as needed. In order to pre-qualify for the above project, all participating firms must execute the Terms of Discussion and submit the Contractor’s Qualification Statement with their RFQS submittal package.
The Port Authority of New York and New Jersey (Port Authority), in accordance with the provisions of Title VI of the Civil Rights Act of 1964 (78 Stat. 252, 42 USC §§ 2000d to 2000d-4) and the Regulations, hereby notifies all bidders or offerors that it will affirmatively ensure that for any contract entered into pursuant to this advertisement, businesses will be afforded full and fair opportunity to submit bids in response to this invitation and no businesses will be discriminated against on the grounds of race, color, national origin (including limited English proficiency), creed, sex (including sexual orientation and gender identity), age, or disability in consideration for an award.
Additionally, all bidders (including proposers, and respondents, as applicable) are notified that the Port Authority will ensure that, with respect to any contract/agreement entered into pursuant to this advertisement, disadvantaged business enterprises, minority business enterprises and woman-owned business enterprises, as applicable, will be afforded full and fair opportunity to submit bids, proposals and responses, as applicable, in response to this invitation, and will not be discriminated against on the grounds of race, color, or national origin in consideration for an award.
