The Port Authority of New York and New Jersey has temporarily ceased in-person public bid openings and will allow for the digital submission of bids using the Bonfire platform, located at the link below.

Bidders MUST register in order download Bid documents and associated information regarding the below referenced solicitation and in order to upload bid submissions.

Registration on Bonfire platform requires a separate and distinct registration from all other Authority platforms.

Bidders MUST also meet the Information Security Handbook Requirements in order to receive a link from the Authority to download Bid documents containing protected information and associated information regarding the below referenced solicitation.

Newark Liberty International Airport – 

Rehabilitation of Runway 4L-22R

Estimate Range: $50M - $60M

Sealed bids for the following contract will be received by The Port Authority of New York and New Jersey, until 2:30 PM on the date indicated.

The Authority shall accept only those bids in electronic format for which the submission or modification is completed at the time of the Bid Due Date.  Bid submissions will be accepted by upload only, at https://panynj.bonfirehub.com/portal/?tab=login and must be uploaded and received by the Authority by 2:30 PM EST on the date indicated in order to be considered.  Hand deliveries and mailed deliveries (e.g., UPS, USPS) will not be accepted.  The Port Authority may request an original, signed paper submission at any time following the Bid Due Date.  If requested, such original, signed paper submission must be identical to the electronic submission.  In the event of a discrepancy, the electronic submission shall control.

Contract documents will no longer be available for purchase at the Contract Desk on the 1st Floor, 2 Montgomery Street, Jersey City.  Prospective bidders may obtain contract documents (non-protected information) by downloading the documents directly from the Bonfire platform, by logging in to Bonfire after completing a one-time new vendor registration.  Prospective bidders may obtain contract documents containing protected information by sending an email request to the Procurement Contract Specialist whose contact information is listed.  After meeting the Information Security Handbook Requirements, a link for downloading the contract documents will be provided by the Authority.  The contract documents will be made available electronically to the prospective bidder at no cost, as soon as they become available.  For availability of contract documents, go to https://www.panynj.gov/port-authority/en/business-opportunities/solicitations-advertisements/Construction.html.  Questions by prospective bidders concerning the contract should be directed only to the person whose name and phone number is listed.

Bidders are advised that only firms that can satisfactorily demonstrate that they meet Information Security Handbook Requirements can view and/or obtain the Contract Documents. The requirements and instructions for submitting documentation that the requirements have been met are available on-line at https://www.panynj.gov/port-authority/en/business-opportunities/information-security-handbook-requirements.html. The submission should be sent only to the person whose name and phone number is listed.

Interested bidders should complete the Information Security Requirements submission as soon as possible, as the process may take several weeks

Failure to meet the information security requirements in order to view/obtain the Contract documents may result in your firm's Bid, if submitted, being found not eligible for acceptance by the Authority.

Contract EWR-154.935 – Newark Liberty International Airport – Rehabilitation of Runway 4L-22R. Estimate Range: $50M - $60M. Bids Due: Thursday, October 31, 2024. The work under this contract consists generally of milling and overlay of asphalt pavement, concrete slab repairs, modification of existing SCADA system, replacement of airfield lighting, signage and pavement markings, and related work at Runway 4L-22R and vicinities thereof at Newark Liberty International Airport, New Jersey. This project may be Federally funded in whole or in part.  Accordingly, all bidders and the successful Contractor will be required to comply with any and all required applicable federal provisions and requirements contained in this solicitation and resulting contract. This Contract contains Prerequisites:

A.   The bidder must be able to demonstrate the following:

1.)  That the bidder has a minimum of five (5) years construction experience and has completed (or substantially completed) as a prime or general contractor at least three (3) contracts of type (aeronautical 5kV lighting cables and accessories), size and complexity (working in multiple runways and taxiways in a staged manner) comparable to the work of this Contract within an Air Operations Area.

2.)   That the bidder's full-time project manager, full-time Superintendent, and full-time on-site Electrical Superintendent/project manager each have a minimum of ten (10) years of construction experience on contracts comparable in type (aeronautical 5kV lighting cables and accessories), size and complexity (working in multiple runways and taxiways in a staged manner) to the work of this Contract within an operating airport environment.

3.)    That the bidder or the entity performing the electrical work has the following qualifications:

a. A minimum of five (5) years working on contracts comparable in type (aeronautical 5kV lighting cables and accessories) and complexity (working in multiple runways and taxiways in a staged manner) to the work of this Contract.

b. Completed or substantially completed at least two (2) contracts comparable in type and complexity to the work of this Contract.

c. The full-time on-site project manager shall have a minimum of five (5) years construction experience on contracts comparable in complexity to the work of this Contract.

d. The full-time on-site Superintendent shall have a minimum of five (5) years construction experience on contracts comparable in type and complexity to the work of this Contract.

4.)   That the bidder or entity performing the work can complete a contract requiring the installation of approximately 3,000 tons of asphalt per day, and an estimated total of 80,000 tons, evidenced by documentation that the bidder can provide sufficient equipment to place asphalt for an extended duration, and that the bidder can obtain materials from a local supplier that can meet the demand for materials.

5.)   That the bidder or entity performing the work can complete a contract requiring the installation of airfield lighting equipment, including, but not limited to, approximately 420 light bases and 1450 lighting fixtures, runway edge (elevated and in-pavement) and threshold lights, end lights, runway centerline lights, runway status lights, Medium Intensity Approach Light System with Runway Alignment Indicator Lights, touchdown zone lights, taxiway lead-on/lead-off lights, guard bars lights (elevated and in-pavement), underground electrical ductbanks and conduits, airfield series lighting cable, constant current regulators switchgear lineups, circuit selector switch, and all other associated work.

6.)   That the bidder or entity performing the work can provide sufficient labor, equipment and experience to kerf a minimum of 3,000 linear feet per day and place a minimum of 30 airfield lighting base cans and 20 collar and fixture assemblies per 16-hour shift evidenced by documentation including, at a minimum, equipment cut sheets and a breakdown of workers.

A Bid submitted by a bidder that does not meet the prerequisite Qualification Information requirements will be considered non-responsive and the bidder's Bid will not be eligible for acceptance by the Authority.

The Port Authority of New York and New Jersey (Port Authority), in accordance with the provisions of Title VI of the Civil Rights Act of 1964 (78 Stat. 252, 42 U.S.C. §§ 2000d to 2000d-4) and the Regulations, hereby notifies all bidders that it will affirmatively ensure that for any contract entered into pursuant to this advertisement, businesses will be afforded full and fair opportunity to submit bids in response to this invitation and no businesses will be discriminated against on the grounds of race, color, national origin (including limited English proficiency), creed, sex (including sexual orientation and gender identity), age or disability in consideration for an award.
