REQUEST FOR QUALIFICATIONS (RFQ No. GDC-25-010-HTP)
HUDSON RIVER TUNNEL
The Gateway Development Commission (GDC) is soliciting responses to Request for Qualifications (“RFQ”) No. GDC-25-010-HTP for the Hudson River Tunnel. The response date is December 6, 2024, subject to modification.
The Gateway Program (“the Program”) is a multi-billion dollar set of passenger railroad projects on the Northeast Corridor between Newark Penn Station in Newark, New Jersey and Pennsylvania Station in New York, New York.
RFQ No. GDC-25-010-HTP is for the construction and other related work of the Hudson River Tunnel portion. Currently, GDC is conducting a two-step Best Value procurement process (RFQ followed by a Request for Proposal from the qualified firms) with the goal of selecting a Contractor to perform the work in 2026. This solicitation is step one of the two-step procurement process.
