TITLE: CS00037C Interborough Express Light Rail Project General Engineering Consultant Services
DESCRIPTION: The Metropolitan Transportation Authority (“MTA”), acting by and through MTA Construction & Development (“MTA C&D”), seeks through this Request for Proposals (“RFP”) to engage a consultant to provide general engineering consultant (“GEC”) services for the Interborough Express Transit project (the “Project”) to advance the design of the preferred alternative identified in the Interborough Express (“IBX”) Planning and Environmental Linkages (“PEL”) study. The Project will provide fast, direct, and reliable light rail service connecting Brooklyn and Queens using the existing Bay Ridge Branch and Fremont Secondary between Sunset Park, Brooklyn and Jackson Heights, Queens. The Project is separated into two phases.
The first phase (“Civil Phase”) will prepare the corridor to receive the light rail system and includes demolition of existing structures; utility relocation; street-work; environmental remediation; rehabilitation of existing, and construction of new, above-grade and undergrade bridges; construction of new tunnel structures and retaining walls; and repositioning of freight infrastructure.
The second phase (“Light Rail Phase”) will complete the design and installation of the light rail system and incudes construction and installation of passenger trackwork, stations, a light-rail vehicle storage yard, an operations center, traction power, signals and other systems; procurement of light rail rolling stock; testing and commissioning; and all other work required to place the light rail system into revenue service.
The Contract includes a Base Scope and three Options. The Base Scope comprises all work required to complete Preliminary Engineering for the Civil Phase, prepares bridging documents, and procures a design-build contract for the Civil Phase. Option One advances the design of the Civil Phase from Preliminary Engineering to 100% design for incorporation into a design-bid-build contract. Option Two prepares two additional procurement packages for the Civil Phase, in addition to the package already required in the Base Scope, for a total of three design-build procurement packages or three design-bid-build procurement packages. Option Three performs Preliminary Engineering, prepares bridging documents, and supports procurement of a design-build contract for the Light Rail Phase – a completely functional and operating light rail system.
