REQUEST FOR QUALIFICATIONS No. GDC-25-008-HTP
NEW JERSEY SURFACE ALIGNMENT RFQ
The Gateway Development Commission (“GDC”) is soliciting responses to Request for Qualifications (“RFQ”) No. GDC-25-008-HTP for the New Jersey Surface Alignment. The response date is January 14, 2025, subject to modification.
The Gateway Program (“the Program”) is a multi-billion dollar set of passenger railroad projects on the Northeast Corridor between Newark Penn Station in Newark, New Jersey and Pennsylvania Station in New York, New York.
RFQ No. GDC-25-008-HTP is for the design and construction and other related work of the New Jersey Surface Alignment portion of the Hudson Tunnel Project (“HTP”), the Program’s centerpiece project. At this time, GDC is conducting a two-step, Best Value procurement process (RFQ followed by a Request for Proposal of the qualified firms) with the goal of selecting a Design/Build contractor to perform the work beginning in 2026. This solicitation is part one of the two-step procurement process.
