NOTICE OF INTENT
REQUEST FOR PROPOSAL
FOR PERFORMANCE OF EXPERT PROFESSIONAL ARCHITECTURE/ENGINEERING DESIGN AND MANAGEMENT, LAND SURVEY, COST ESTIMATING, QUALITY ASSURANCE, AND RELATED TECHNICAL SERVICES FOR THE NEWARK LIBERTY INTERNATIONAL AIRPORT REDEVELOPMENT PROGRAM ON AN “AS NEEDED” BASIS FROM 2025 THROUGH 2028

The Port Authority of New York and New Jersey (the “Authority” or “Port Authority”) intends to release a Request for Proposal (RFP) on or about Second Quarter 2025, for Expert Professional Architecture/Engineering Design and Management, Land Survey, Cost Estimating, Quality Assurance, and Related Technical Services to supplement Port Authority Engineering Department resources in support of the Newark Liberty International Airport Redevelopment Program on an “as-needed” basis. PURPOSE: The purpose of this notice is to provide awareness of this impending RFP. This notice is being issued solely for informational and planning purposes and does not constitute a solicitation.
SUMMARY: The following information provides background information for the intended RFP as well as a high-level view of the expected Scope of Services.
Background
In 2023, Newark Liberty International Airport (“EWR”), ranked the fifth busiest airport in the United States in terms of international passenger traffic and the twelfth busiest airport in terms of total passengers, with over 31 airlines serving over 49 million passengers and handling more than 690,000 tons of air cargo. About 23,000 people are employed at EWR. The airport serves as an economic engine for the region; it contributed more than $29.3 billion in annual economic activity to the New York-New Jersey metropolitan region, supporting more than 137,000 total jobs and nearly $12.5 billion in annual wages.
Prior to the pandemic, the airport handled a peak of 47.5 million passengers in 2019. In 2023, passenger volumes exceeded pre-pandemic levels with the airport handling over 49 million passengers, a 6% increase attributed to increased capacity at Terminal A. In line with the Port Authority’s mission to “Keep the Region Moving” and the Aviation Department’s vision to become a “World Class Operator of World Class Airports” through the provision of world-class facilities and experiences, the Authority has committed significant capital investments in EWR to fund terminal redevelopment, increase airfield capacity and perform delay reduction projects and initiatives.
The Terminal A Redevelopment Program (the “TA Program”), currently in operation, was the largest design-build project in the history of the state of New Jersey. The TA Program replaced the existing Terminal A building with a new terminal building (“New Terminal A”), constructed a new roadway access network, developed the airfield to serve the new terminal building and provided for a parking facility at the front of the terminal building. The TA Program reflects the Authority’s commitment to providing a “world-class” experience for air travel passengers, while effectively meeting increasing and evolving air travel demands. Additionally, the development of a privately financed new Consolidated Rent-A-Car (“ConRac”) facility combined with the Authority’s funded public parking opened last Quarter of 2023. The Authority’s commitment to move forward with the AirTrain Replacement Program, also brings EWR one step closer to becoming a world-class facility.
Currently, the EWR Redevelopment Program encompasses three major components, including:
- The “AirTrain Replacement Program
- The “NEC EWR Station Access Project”
- The Replacement of existing Terminal B
Information regarding these three components will be provided further in the Request for Proposal.
Scope of Services
The Port Authority of New York and New Jersey (“the Authority”) will be seeking an experienced firm (“consultant”) with demonstrated aviation experience and technical capabilities in obtaining augmentation of staff to support the Engineering Department and providing Engineering Design and Management, Land Survey, Cost Estimating, Quality Assurance, and Related Technical Services, for the Newark Redevelopment Program (“EWR Redevelopment Program”).
The services of the Consultant shall consist of, but are not limited to, providing multi-discipline design, cost estimating, land surveying, quality assurance, architecture/engineering management and related technical services including, auditing, design-build and design-bid-build of utility infrastructure improvements, roadway improvements, airside and landside airport modifications, terminals, AirTrain guideway and stations, and other projects as identified by the Authority, to support the EWR Redevelopment Program.
The Consultant will be a source of assistance to the Authority’s Engineering Department which, includes providing multi-discipline professional design services, obtaining support staff, and/or performing other related technical services, on an “as-needed” task order basis and in coordination with other on-going design and construction projects affected by, or impacting, the EWR Redevelopment Program.
The Consultant shall be responsible for all staff, design disciplines, and sub-consultants retained to perform any of the above scope of services and shall collaborate with the Program Team in coordinating all services with other consultants and contractors, as appropriate, and as required by the Authority.
The Port Authority will not address questions regarding this Notice of Intent nor the intended release of said RFP, until the RFP is officially released.
The Port Authority at its sole discretion may at any time withdrawal or cancel this Notice of Intent and/or the intended release of the RFP.
This Notice of Intent is no assurance that a Proposer(s) will be selected for performance of the subject RFP and/or Scope of Services.
Proposers will be provided further details regarding the RFP solicitation including but not limited to, how to propose, proposal due date, pre-proposal meeting, etc., upon release of the RFP.
