REQUEST FOR QUALIFICATIONS FOR HUDSON TUNNEL PROJECT PACKAGE P2A

10^TH AVENUE TUNNEL AND A-YARD

The Gateway Development Commission (“GDC”) is soliciting responses to a Request for Qualifications (“RFQ”) for the 10^th Avenue Tunnel and A-Yard. The response date is March 13, 2026, subject to modification.

P2A RFQ includes heavy civil work for the 10^th Avenue Tunnel and within A-Yard. Work will be executed on 10^th Avenue from street level and within A-Yard at track level.

At this time, GDC is conducting a two-step, Best Value procurement process (RFQ followed by a Request for Proposal from the firms qualified as a result of the RFQ) with the goal of selecting a Contractor to perform the work beginning in 2027. This solicitation is part one of the two-step procurement process.
