The New York State Department of Transportation (NYSDOT) will issue a Request for Qualifications (RFQ) to obtain a Statement of Qualifications (SOQ) from firms interested in providing Design-Build services for the I-81 Viaduct Project – Phase 2, Contract 7, located in Region 3, in the City of Syracuse, Onondaga County.

The New York State Department of Transportation (NYSDOT) will issue a Request for Qualifications (RFQ) to obtain a Statement of Qualifications (SOQ) from firms interested in providing Design-Build services for the I-81 Viaduct Project – Phase 2, Contract 7, located in Region 3, in the City of Syracuse, Onondaga County.

This contract has an estimated value of $450 – $550 million.
The I-81 Viaduct Project – Phase 2, Contract 7 will reconstruct the existing I-81 / Proposed Business Loop 81 (I-81 / BL 81) from Butternut Street to Hiawatha Boulevard, including:
Reconstruction of the I-81 / BL 81 northbound partial interchange (Exit 22) to become the new I-81 / BL 81 / Bear Street interchange;
Reconstruction of portions of the existing ramps from I-81 / BL 81 northbound to Park Street / Hiawatha Boulevard;
Reconstruction of portions of the existing Route 370 (Onondaga Lake Parkway) / Old Liverpool Road eastbound to I-81 / BL 81 southbound entrance ramps to reconfigure and consolidate the entrance to I-81 / BL 81 southbound;
Reconstruction of portions of the I-81 / BL 81 southbound to Hiawatha Boulevard / Destiny USA Drive / Bear Street ramp (Exits 5A, 5B, 5C) and adjacent ramps and tie-ins;and
Rehabilitation of three bridges and replacement of one bridge.
A Best Value selection process will be used and will consist of two steps.
A Request for Qualifications (RFQ) is anticipated to be issued in April 2026.
Responses to the RFQ will be evaluated to establish a short-list of Design-Build firms.
Short-listed firms will then be invited to submit Proposals in response to a Final Request for Proposals (RFP) scheduled to be issued in August 2026.
The Best-Value selection process will evaluate the ability of the Design-Builder to:
Manage the Design-Build process
Design and construct the project
Control the project schedule and costs
Deliver a quality product on or ahead of schedule for a reasonable lump-sum price within the Department’s project budget
The RFQ will establish the pre-qualification process for firms seeking to be short-listed as proposers and will provide full details of the Statement of Qualifications (SOQ) required from interested firms.
Subject to the requirements and limitations set forth in the Stipend Agreement (to be included in the RFP), the Department anticipates paying a stipend to each stipend-eligible proposer who submits a proposal in response to the RFP as compensation for its work product.
The Department reserves the sole right, without incurring any liability, to change any aspect of the proposed procurement, including the right to:
Not proceed with the procurement, or
Proceed in a different manner or timeline than described above.
