The Port Authority of New York and New Jersey intends to pre-qualify prospective bidders for the project(s) listed below. The qualification information and instructions for submission for this project are available on-line at
The scope of work consists of replacing the electrical, electronics, and civil infrastructure in PATH’s under-river Tunnels E & F between Exchange Place and the World Trade Center. This infrastructure was damaged as a result of Hurricane Sandy.
The Work will include removal and replacement of the electrical, signal and communication infrastructure systems that consist of high voltage feeders (15kV AC, 27kV AC) and intertripping cables, traction power feeders (650V DC) and negative return cables, impedance bonds, signals, track circuit breakers and disconnect switches, low voltage electrical (277V/480V), lighting fixtures, radio, cable and fiber optic communication systems and corrosion control system, running, rail, contact rail, rail clips, base plates, pads and anchor bolts, brackets and insulators, cover board and guardrail system.
Submissions to this RTQ will be accepted on a rolling, ongoing basis, until the bid due date for PAT-650. It is anticipated that bid documents for PAT-650 will be available to pre-qualified bidders on or about March 2017.
In order to pre-qualify for this RTQ, all participating firms must execute and submit “Agreement on Terms of Discussion,” “Non-Disclosure and Confidentiality Agreement” and “Contractors Qualification Statement” with their RTQ submittal packages. Participating firms must also execute and submit the Business Qualification Questionnaire as per instructions on the website. The BQQ document may bedownloaded at: http://www.panynj.gov/inspector-general/inspector-general-programs.html. Participating firms must also meet information security requirements, including having valid SWAC credentials and proof of current SIM training, in order to obtain bid documents.
The Contract awarded from this Pre-qualification may be funded in whole or in part by the Federal Transit Administration (“FTA”). Accordingly, all Contractors must comply with the applicable federal provisions set forth in the Bid Documents, provided to all qualified bidders.
While this RTQ will remain open until the bid due date, it is recommended that Respondents submit their information in sufficient time so that the Authority receives it no later than 4:00 PM on March 7, 2017. Respondents submitting after this date may not be able to receive bid documents with sufficient time to prepare a bid.
