Sealed proposals for the following contract will be received by The Port Authority of New York and New Jersey in the office of the Chief Procurement Officer, Attn: Bid Custodian, 4 World Trade Center, 150 Greenwich Street, 21st Floor, New York, NY 10007, until 2:30 PM on the date indicated where the proposals will then be publicly opened and read in the Bid Room.

Bidders are advised that only firms that can satisfactorily demonstrate that they meet Information Security Handbook Requirements can view and/or obtain the Contract Documents. The requirements and instructions for submitting documentation that the requirements have been met are available on-line at http://www.panynj.gov/business-opportunities/information-security-requirements.html The submission should be sent to meconnors@panynj.gov
Interested bidders should complete the Information Security Requirements submission as soon as possible, as the process may take several weeks.

Failure to meet the information security requirements in order to view/obtain the Contract documents may result in your firm’s Bid, if submitted, being found not eligible for acceptance by the Authority.

Contract documents may be seen at the Contract Desk on the 1st Floor, 2 Montgomery Street, Jersey City, NJ and may be obtained upon receipt of a non-refundable payment of $100.00 per set.  If contract documents are not immediately available, prospective bidders are encouraged to pre-order the contract documents by sending the payment of $100.00 per set in advance.  The contract documents will be shipped by overnight delivery at no additional cost as soon as they become available.  Only company checks or money orders payable to the order of The Port Authority of New York and New Jersey will be accepted.  If checks or money orders for documents are mailed, address them to The Port Authority of New York and New Jersey, Contract Desk, 1st Floor, 2 Montgomery Street, Jersey City, NJ  07302.  For availability of contract documents, go to http://www.panynj.gov/business-opportunities/bid-proposal-advertisements.html?tabnum=3.  Questions by prospective bidders concerning the contract should be directed only to the person whose name and phone number is listed.

Contract No. MFP-694.514 – New York and New Jersey Marine Terminals – Multi-Facility CCTV Upgrade and Expansion - Port Newark and Brooklyn Terminal.  Estimate Range: $1M - $5M. Bids Due:  Thursday, May 31, 2018. The work under this contract consists generally of upgrading and expansion of existing CCTV system including cameras, fiber optics, switches, and related work at Port Newark and Brooklyn Marine Terminal and vicinities thereof in the states of New Jersey and New York. This project may be Federally funded in whole or in part.  Accordingly, all bidders and the successful Contractor will be required to comply with any and all required applicable federal provisions and requirements contained in this solicitation and resulting contract.

This contract contains Prerequisites.
1.) A minimum of ten (10) years of continuous experience as a general contractor, specifically in contracts of comparable size, type and complexity.
2.) Completed or substantially completed at least two (2) contracts of similar size, type and complexity. 
3.) The bidder’s Project Manager and Superintendent must each have a minimum of ten (10) years construction experience on contracts comparable in size, type and complexity.

A Bid submitted by a bidder who does not meet the prerequisite Qualification Information requirements will be considered non-responsive and the bidder's Bid will not be eligible for acceptance by the Authority.
