Sealed bids for the following contract will be received by The Port Authority of New York and New Jersey in the office of the Chief Procurement Officer, Attn: Bid Custodian, 4 World Trade Center, 150 Greenwich Street, 21st Floor, New York, NY 10007, until 2:30 PM on the date indicated where the bids will then be publicly opened and read in the Bid Room.

Contract No. JFK-164.020 – John F. Kennedy International Airport – Reconstruction of Runway 13L-31R and Associated Taxiways - Estimate Range: $190M - $220M. Bids Due:  Friday, October 26, 2018. The work under this contract consists generally of reconstruction of Runway 13L-31R using Portland cement concrete including widening, milling, paving, drainage, pavement markings, lighting, signs and sign foundations, construction of high-speed taxiway, realignment of taxiways and taxiways’ intersections, replacing FAA’s navigational aid systems, taxiways fillet improvements and related work at Runway 13L-31R and associated taxiways and vicinity thereof at John F. Kennedy International Airport in Queens, New York. This project may be Federally funded in whole or in part. Accordingly, all bidders and the successful Contractor will be required to comply with any and all required applicable federal provisions and requirements contained in this solicitation and resulting contract. This Contract contains Prerequisites:
Each bidder shall submit with his Bid 6 (six) hard copies and 1 (one) flash drive of the information requested in A. below. This information shall be presented in an organized fashion in 8-1/2 inch by 11 inch bound volumes. Each copy shall be reproducible. The information shall be categorized and sub-categorized in exact accordance with the following paragraphs. The bound volumes shall include tabs for quick reference to the various sections described below.
A. The bidder must demonstrate to the satisfaction of the Authority that where indicated below, it, or the entity performing the applicable Work, meets the minimum requirements stated in A.1.) through A.7.). below to the satisfaction of the Chief Engineer.  If the bidder cannot demonstrate that it, or the entity performing the applicable Work, meets all of the below mentioned qualifications, then the bidder may, with others, satisfy the requirements by forming a joint venture and demonstrate that the joint venture itself, or any of its participants individually, meet the requirements: 
1.) That the bidder has a minimum of ten (10) years construction experience and has completed (or substantially completed) as a prime or general contractor at least one (1) contract of type, size and complexity comparable to the Work of this Contract within an Air Operations Area (AOA). 
2.) That the bidder’s full-time Project Manager and full-time Superintendent each have a minimum of ten (10) years of construction experience on contracts comparable in type, size and complexity within an operating airport environment in areas within an active AOA.
3.) That the bidder or the entity performing the electrical work has the following qualifications:
a. A minimum of five (5) years working on contracts comparable in type (aeronautical 5kV lighting cables and accessories) and complexity (working in runways and taxiways in a staged manner) to the Work of this Contract.
b. Completed or substantially completed at least two (2) contracts comparable in type and complexity to the Work of this Contract.
c. The entity's full-time Project Manager shall have a minimum of five (5) years construction experience on contracts comparable in complexity (working in multiple runways and taxiways in a staged manner).
d. The entity's full-time Superintendent shall have a minimum of five (5) years construction experience on contracts comparable in type (aeronautical 5kV lighting cables and accessories) and complexity (working in multiple runways and taxiways in a staged manner).
4.) The bidder is required to provide documentation of past experience that it can place a minimum of 2,800 cubic yards (CY) of concrete per day and meets the following:
a. That the bidder is capable of having two (2) on-site fully-operational Portland cement concrete (PCC) batch plants with a minimum combined production rate of 4,000 CY per day. At least one PCC batch plant shall be able to produce a minimum of 2,500 CY of concrete per day and shall be able to be fully-operational within 90 days of Contract award. The second PCC batch plant shall be capable of being fully-operational within 120 days of Contract award.  Documentation shall include at a minimum equipment cut sheets, a schedule of operations and documentation of experience with installation and maintenance of an on-site concrete batch plant.
b. That the bidder is capable of providing sufficient equipment, including at a minimum a slipformer to place large volumes of concrete for an extended duration.
c. That the bidder was able to meet contractual milestones/completion dates on schedule on other similar projects.
5.) That the bidder can complete a contract requiring the installation of approximately 3,000 tons of asphalt per day, and an estimated total of 200,000 tons, evidenced by documentation that the bidder can provide sufficient equipment to place asphalt for an extended duration, and that it can obtain materials from a local supplier that can meet the demand for materials.
6.) That the bidder can complete a contract requiring the installation of approximately 3,000 light bases and 3,000 in-pavement lighting fixtures, including runway edge and threshold lights, runway centerline lights, runway approach lights, touchdown zone lights, taxiway lead-off lights guard bars lights (elevated and in-pavement), signs and sign bases, homeruns to an electrical switch house and underground electrical ductbanks and conduits. 
7.) That the bidder can provide sufficient labor, equipment and experience to kerf a minimum 1,500 linear feet per day and place a minimum of 20 light bases per day, evidenced by documentation including at a minimum equipment cut sheets and a breakdown of workers. 
A Bid submitted by a bidder who does not meet the prerequisite Qualification Information requirements will be considered non-responsive and the bidder's Bid will not be eligible for acceptance by the Authority.
The Port Authority of New York and New Jersey (Port Authority), in accordance with the provisions of Title VI of the Civil Rights Act of 1964 (78 Stat. 252, 42 U.S.C. §§ 2000d to 2000d-4) and the Regulations, hereby notifies all bidders that it will affirmatively ensure that any contract entered into pursuant to this advertisement, disadvantaged business enterprises will be afforded full and fair opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, or national origin in consideration for an award.
