Sealed bids for the following contract will be received by The Port Authority of New York and New Jersey in the office of the Chief Procurement Officer, Attn: Bid Custodian, 4 World Trade Center, 150 Greenwich Street, 21st Floor, New York, NY 10007, until 2:30 PM on the date indicated where the bids will then be publicly opened and read in the Bid Room.

Contract documents may be seen at the Contract Desk on the 1st Floor, 2 Montgomery Street, Jersey City, NJ and may be obtained upon receipt of a non-refundable payment of $100.00 per set.  If contract documents are not immediately available, prospective bidders are encouraged to pre-order the contract documents by sending the payment of $100.00 per set in advance.  The contract documents will be shipped by overnight delivery at no additional cost as soon as they become available.  Only company checks or money orders payable to the order of The Port Authority of New York and New Jersey will be accepted.  If checks or money orders for documents are mailed, address them to The Port Authority of New York and New Jersey, Contract Desk, 1st Floor, 2 Montgomery Street, Jersey City, NJ  07302.  For availability of contract documents, go to http://www.panynj.gov/business-opportunities/bid-proposal-advertisements.html?tabnum=3.  Questions by prospective bidders concerning the contract should be directed only to the person whose name and phone number is listed.

Contract GWB-244.260 – George Washington Bridge – Main Span Upper Level Structural Steel Rehabilitation (Phase II). Estimate Range $80M - $90M. Bids Due Thursday, January 10, 2019. The work under this contract consists generally of priority steel repairs of the upper level orthotropic deck panels, replacement of upper level deck finger joints, installation of intelligent transportation system devices, and related work at the upper level main span and the approach roadways of the George Washington Bridge and the vicinities thereof in New York and New Jersey. This Contract contains Prerequisites:

1.) The bidder must be able to demonstrate the following:
a. That the bidder has a minimum of ten (10) years construction experience and has completed (or substantially completed) as a prime or general contractor at least three (3) contracts of comparable size, type and complexity to the work of this Contract. 
b. That the bidder has a minimum of ten (10) years of experience coordinating and managing work in an urban, highly congested area, subject to high traffic volume requiring extensive maintenance of traffic.
c. That the bidder's full-time Project Manager and full-time Superintendent each have a minimum of ten (10) years construction experience on contracts comparable in size, type and complexity to the work of this Contract.
A Bid submitted by a bidder who does not meet the prerequisite Qualification Information requirements will be considered non-responsive and the bidder's Bid will not be eligible for acceptance by the Authority.
The Port Authority of New York and New Jersey (Port Authority), in accordance with the provisions of Title VI of the Civil Rights Act of 1964 (78 Stat. 252, 42 U.S.C. §§ 2000d to 2000d-4) and the Regulations, hereby notifies all bidders that it will affirmatively ensure that any contract entered into pursuant to this advertisement, disadvantaged business enterprises will be afforded full and fair opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, or national origin in consideration for an award.

Additionally, all bidders (including proposers, and respondents, as applicable) are notified that the Port Authority will ensure that, with respect to any contract/agreement entered into pursuant to this advertisement, disadvantaged business enterprises, minority business enterprises and woman-owned business enterprises, as applicable, will be afforded full and fair opportunity to submit bids, proposals and responses, as applicable, in response to this invitation, and will not be discriminated against on the grounds of race, color, or national origin in consideration for an award.
