Sealed bids for the following contract will be received by The Port Authority of New York and New Jersey in the office of the Chief Procurement Officer, Attn: Bid Custodian, 4 World Trade Center, 150 Greenwich Street, 21st Floor, New York, NY 10007, until 2:30 PM on the date indicated where the bids will then be publicly opened and read in the Bid Room.

Contract documents may be seen at the Contract Desk on the 1st Floor, 2 Montgomery Street, Jersey City, NJ and may be obtained upon receipt of a non-refundable payment of $100.00 per set.  If contract documents are not immediately available, prospective bidders are encouraged to pre-order the contract documents by sending the payment of $100.00 per set in advance.  The contract documents will be shipped by overnight delivery at no additional cost as soon as they become available.  Only company checks or money orders payable to the order of The Port Authority of New York and New Jersey will be accepted.  If checks or money orders for documents are mailed, address them to The Port Authority of New York and New Jersey, Contract Desk, 1st Floor, 2 Montgomery Street, Jersey City, NJ  07302.  For availability of contract documents, go to http://www.panynj.gov/business-opportunities/bid-proposal-advertisements.html?tabnum=3.  Questions by prospective bidders concerning the contract should be directed only to the person whose name and phone number is listed.

Contract JFK-184.043 – John F. Kennedy International Airport – Taxiways CA and CB Enhancement - Estimate Range: $30M - $40M. Bids Due: Tuesday, March 5, 2019. The work under this contract consists generally of milling, paving, pavement reconstruction, drainage, water lines, pavement markings, lighting, signage and related work at taxiways CA and CB and associated roadways and the vicinities thereof at John F. Kennedy International Airport in Queens, New York. This project may be Federally funded in whole or in part. Accordingly, all bidders and the successful Contractor will be required to comply with any and all required applicable federal provisions and requirements contained in this solicitation and resulting contract. This Contract contains Prerequisites:
Each bidder shall submit with his Bid two (2) hard copies and one (1) flash drive of the information requested in A. below. This information shall be presented in an organized fashion in 8-1/2 inch by 11 inch bound volumes. Each copy shall be reproducible. The information shall be categorized and sub- categorized in exact accordance with the following paragraphs. The bound volumes shall include tabs for quick reference to the various sections described below.
A. The bidder must demonstrate to the satisfaction of the Authority that where indicated below, it, or the entity performing the applicable Work, meets the minimum requirements stated in A.1.) through A.4.). below to the satisfaction of the Chief Engineer. If the bidder cannot demonstrate that it, or the entity performing the applicable Work, meets all of the below mentioned qualifications, then the bidder may, with others, satisfy the requirements by forming a joint venture and demonstrate that the joint venture itself, or any of its participants individually, meet the requirements:
1.) That the bidder has a minimum of ten (10) years construction experience and has completed (or substantially completed) as a prime or general contractor at least one contract of type, size and complexity comparable to the Work of this Contract within an Air Operations Area (AOA).
2.) That the bidder’s full-time Project Manager and full-time Superintendent each have a minimum of ten (10) years of construction experience on contracts comparable in type, size and complexity within an operating airport environment in areas within an active AOA.
3.) That the bidder or the entity performing the electrical work has the following qualifications:
a. A minimum of five (5) years working on contracts with electrical work comparable in type (aeronautical 5kV lighting cables and accessories) and complexity (working in taxiways in a staged manner) to the Work of this Contract.
b. Completed or substantially completed at least two (2) contracts comparable in type and complexity to the Work of this Contract.
c. The entity's full-time Project Manager shall have a minimum of five (5) years construction experience on contracts with electrical work comparable in complexity (working in taxiways in a staged manner).
d. The entity's full-time Superintendent shall have a minimum of five (5) years construction experience on contracts with electrical work comparable in type (aeronautical 5kV lighting cables and accessories) and complexity (working in taxiways in a staged manner).
4.) That the bidder can complete a contract requiring the installation of approximately 3,000 tons of asphalt per day, and an estimated total of 116,000 tons, evidenced by documentation that the bidder can provide sufficient equipment to place asphalt for an extended duration, and that it can obtain materials from a local supplier that can meet the demand for materials.

A Bid submitted by a bidder who does not meet the prerequisite Qualification Information requirements will be considered non-responsive and the bidder's Bid will not be eligible for acceptance by the Authority.

The Port Authority of New York and New Jersey (Port Authority), in accordance with the provisions of Title VI of the Civil Rights Act of 1964 (78 Stat. 252, 42 U.S.C. §§ 2000d to 2000d-4) and the Regulations, hereby notifies all bidders that it will affirmatively ensure that any contract entered into pursuant to this advertisement, disadvantaged business enterprises will be afforded full and fair opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, or national origin in consideration for an award.

Additionally, all bidders (including proposers, and respondents, as applicable) are notified that the Port Authority will ensure that, with respect to any contract/agreement entered into pursuant to this advertisement, disadvantaged business enterprises, minority business enterprises and woman-owned business enterprises, as applicable, will be afforded full and fair opportunity to submit bids, proposals and responses, as applicable, in response to this invitation, and will not be discriminated against on the grounds of race, color, or national origin in consideration for an award.
