Sealed proposals for the following contract will be received by The Port Authority of New York and New Jersey in the office of the Chief Procurement Officer, Attn: Bid Custodian, 4 World Trade Center, 150 Greenwich Street, 21st Floor, New York, NY 10007, until 2:30 PM on the date indicated where the proposals will then be publicly opened and read in the Bid Room.
To obtain the basic contract drawings and specifications associated with the contract book, bidders must make arrangements for a time and date to pick up the documents by contacting Ms. Megan Connors, who can be reached at 212-435-4663 or email@example.com. Questions by prospective bidders concerning the contract should be directed only to the person whose name is listed.
Because of enhanced security measures, please bring proper photo identification (i.e., valid driver's license and company ID) and SWAC ID when coming to pick up the basic contract drawings and specifications associated with the contract book. A VALID PHOTO ID IS REQUIRED TO GAIN ACCESS INTO THE 4 WORLD TRADE CENTER BUILDING. Individuals picking up the basic contract drawings and specifications must have demonstrated meeting the requirements of the Information Security Handbook.
Contract WTC-1805 – World Trade Center - Port Authority Police Department Command and Property Management Facility (a Design-Build Project). Estimated Range: $50M - $75M. Bids Due: Monday, April 22, 2019. The Project generally consists of the design and construction of the 65,000 square-foot PAPD and PMF Facilities in a highly constrained area in the West Bathtub of the World Trade Center site, with additional two locations, one noted as The Police Desk, located at Tower 2 Level C2 and a 1,500 square-foot office space located at SW corner of Oculus elevation 260’-0” denominated PAPD “HUB 2”. The facility will contain offices, locker rooms, an emergency generator, workstations, break areas, restrooms, showers, control rooms, conference rooms, a Police Desk, storage areas, communications rooms, and equipment rooms. The basic contract documents and specifications associated with the contract book are categorized as Confidential Privileged, as per the Port Authority’s Information Security Handbook. The Design Build team will be required to comply with specific security protocols specific for the WTC. The subgrade facility will be integrated into the existing mechanical, electrical, fire alarm, telecommunications, security, radio, plumbing and fire protection systems and will require coordination with various stakeholders at the WTC. This Contract contains Prerequisites:
Each bidder shall submit with his Bid two (2) hard copies and one (1) flash drive of the information requested in A. below. This information shall be presented in an organized fashion in 8-1/2 inch by 11 inch bound volumes. Each copy shall be reproducible. The information shall be categorized and sub- categorized in exact accordance with the following paragraphs. The bound volumes shall include tabs for quick reference to the various sections described below.
A. The bidder must demonstrate to the satisfaction of the Authority that where indicated below, it, or the entity performing the applicable Work, meets the minimum requirements stated in A.1.) through A.5.). below to the satisfaction of the Chief Engineer. If the bidder cannot demonstrate that it, or the entity performing the applicable Work, meets all of the below mentioned qualifications, then the bidder may, with others, satisfy the requirements by forming a joint venture and demonstrate that the joint venture itself, or any of its participants individually, meet the requirements:
1. That the Bidder possesses the relevant experience, and capability to construct a project of this type. The bidder must fulfill this requirement by providing verifiable references for one (1) project completed within the past five (5) years that is similar in size, type and complexity to the Project.
2. The Bidder’s lead contractor must have a minimum of ten (10) years construction experience working on projects of comparable size, type and complexity as the Project.
3. The Bidder’s lead designer must have a minimum of ten (10) years design and construction support experience for projects in comparable size, type and complexity as the Project.
4. The Bidder must provide a narrative describing its understanding of the Project scope, design, and schedule requirements and understanding and approach to design-build contracting.
5. The Bidder’s Project Superintendent, Engineer of Record, Design Manager, and Project Manager must have ten (10) years of verifiable experience in work of similar size and complexity as the Project.
A Bid submitted by a bidder who does not meet the prerequisite Qualification Information requirements will be considered non-responsive and the bidder's Bid will not be eligible for acceptance by the Authority.
The Port Authority of New York and New Jersey (Port Authority), in accordance with the provisions of Title VI of the Civil Rights Act of 1964 (78 Stat. 252, 42 U.S.C. §§ 2000d to 2000d-4) and the Regulations, hereby notifies all bidders that it will affirmatively ensure that any contract entered into pursuant to this advertisement, disadvantaged business enterprises will be afforded full and fair opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, or national origin in consideration for an award.
