FOR ON-CALL ENGINEERING DESIGN SERVICES
FOR FEDERALLY FUNDED PROJECTS
AT THE PORT OF OAKLAND
The Port of Oakland (“Port”) is soliciting Statement of Qualifications (SOQs) from qualified teams of consultants for providing “on-call” engineering design services for federally-funded projects. The Consultant(s) selected will provide engineering design services for various Port construction projects for a three-year period.
This RFQ is being issued concurrently with the Request for Qualifications (RFQ) for On-Call Engineering Design Services for Non-Federally Funded Projects at the Port of Oakland. Qualified consulting firms are therefore invited to submit an SOQ in response to this RFQ. The Port intends to select three Consultant/Teams to provide engineering design services. Individual Technical Service Orders (TSO) will be issued for design assignments on a project-by-project basis. The budget for all consultant engineering design work described by this RFQ is expected to not exceed $3,000,000 for all three agreements over the three-year contract period.
Because some of the engineering design assignments are expected to be funded by an Airport Improvement Program (AIP) grant through the FAA, consultant engineering design services must comply with FAA Advisory Circular (AC) 150/5100-14E, “Architectural, Engineering, and Planning Consultant Services for Airport Grant Projects”. All work must comply with FAA grant assurances, requirements and regulations.
The Port of Oakland is currently administering a race-neutral Disadvantaged Business Enterprise (DBE) program and as such is not establishing a contract-specific goal for this project. However, this project is subject to the 8.01% DBE race neutral overall goal for federal fiscal years 2017-2019. The Port expects to meet its DBE participation goals entirely through race-neutral means, encouraging all bidders to take active race/gender neutral steps to include DBEs in this contract.
