Sealed bids for the following contract will be received by The Port Authority of New York and New Jersey in the office of the Chief Procurement Officer, Attn: Bid Custodian, 4 World Trade Center, 150 Greenwich Street, 21st Floor, New York, NY 10007, until 2:30 PM on the date indicated where the bids will then be publicly opened and read in the Bid Room.

Contract documents may be seen at the Contract Desk on the 1st Floor, 2 Montgomery Street, Jersey City, NJ and may be obtained upon receipt of a non-refundable payment of $100.00 per set. If contract documents are not immediately available, prospective bidders are encouraged to pre-order the contract documents by sending the payment of $100.00 per set in advance. The contract documents will be shipped by overnight delivery at no additional cost as soon as they become available. Only company checks or money orders payable to the order of The Port Authority of New York and New Jersey will be accepted. Contract LGA-124.266 – LaGuardia Airport – Rehabilitation of Taxiway A from Taxiway K to Taxiway E. Estimate Range: $5M - $10M. Bids Due Wednesday, June 5, 2019. The work under this contract consists generally of milling and paving, taxiway lighting, pavement markings, guidance signs and foundations, drainage improvements and related work at Taxiway A between Taxiway K and Taxiway E and the vicinity thereof at LaGuardia Airport, Queens, New York. This project may be Federally funded in whole or in part. Accordingly, all bidders and the successful Contractor will be required to comply with any and all required applicable federal provisions and requirements contained in this solicitation and resulting contract. This Contract contains Prerequisites:

Each bidder shall submit with his Bid 1 (one) hard copy and 1 (one) flash drive of the information requested below. This information shall be presented in an organized fashion in a 8-1/2 inch by 11 inch bound volume. Each copy shall be reproducible. The information shall be categorized and sub-categorized in exact accordance with the following paragraphs. The bound volume shall include tabs for quick reference to the various sections described below.

A. The Bidder must demonstrate to the satisfaction of the Authority that it, or the entity performing the applicable Work, meets the minimum requirements stated in A.1.) through A.4.) below to the satisfaction of the Chief Engineer.


1.) That the bidder has a minimum of ten (10) years construction experience and has completed (or substantially completed) as a prime or general contractor, within the last 15 years, at least two (2) contracts of type, size and complexity comparable to the Work of this Contract within an Air Operations Area (AOA).
2.) That the bidder’s full-time Project Manager and full-time Superintendent each have a minimum of ten (10) total years of construction experience on contracts comparable in type, size and complexity; The ten (10) total years of construction experience shall include a minimum of five (5) years of construction experience on contracts within an operating airport environment in areas within an active AOA.
3.) That the bidder or the entity performing the electrical Work has the following qualifications:
a. A minimum of five (5) years working on contracts comparable in type (removal and installation of aeronautical 5kV lighting cables, aeronautical light base cans and associated equipment) and complexity (working in taxiways in a staged manner) to the Work of this Contract.
b. A minimum of five (5) years of aeronautical 5KV cable splicing experience.
c. Completed or substantially completed at least two (2) contracts comparable in type and complexity to the Work of this Contract.
d. The entity's full-time Project Manager shall have a minimum of five (5) years construction experience on contracts comparable in complexity (working in multiple taxiways in a staged manner).
e. The entity's full-time Superintendent shall have a minimum of five (5) years construction experience on contracts comparable in type (aeronautical 5kV lighting cables, accessories and AOA lighting system) and complexity (working in multiple taxiways in a staged manner).

4.) That the bidder or the entity performing the Work can demonstrate from past experience, that it can complete a contract requiring the installation of approximately 200 tons of asphalt during the Nightly Airport Closure (see Hours of Work).


A Bid submitted by a bidder who does not meet the prerequisite Qualification Information requirements will be considered non-responsive and the bidder's Bid will not be eligible for acceptance by the Authority.

The Port Authority of New York and New Jersey (Port Authority), in accordance with the provisions of Title VI of the Civil Rights Act of 1964 (78 Stat. 252, 42 U.S.C. §§ 2000d to 2000d-4) and the Regulations, hereby notifies all bidders that it will affirmatively ensure that any contract entered into pursuant to this advertisement, disadvantaged business enterprises will be afforded full and fair opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, or national origin in consideration for an award.

Additionally, all bidders (including proposers, and respondents, as applicable) are notified that the Port Authority will ensure that, with respect to any contract/agreement entered into pursuant to this advertisement, disadvantaged business enterprises, minority business enterprises and woman-owned business enterprises, as applicable, will be afforded full and fair opportunity to submit bids, proposals and responses, as applicable, in response to this invitation, and will not be discriminated against on the grounds of race, color, or national origin in consideration for an award.
