Sealed bids for the following contract will be received by The Port Authority of New York and New Jersey in the office of the Chief Procurement Officer, Attn: Bid Custodian, 4 World Trade Center, 150 Greenwich Street, 21st Floor, New York, NY 10007, until 2:30 PM on the date indicated where the bids will then be publicly opened and read in the Bid Room.
Contract documents may be seen at the Contract Desk on the 1st Floor, 2 Montgomery Street, Jersey City, NJ and may be obtained upon receipt of a non-refundable payment of $100.00 per set. If contract documents are not immediately available, prospective bidders are encouraged to pre-order the contract documents by sending the payment of $100.00 per set in advance. The contract documents will be shipped by overnight delivery at no additional cost as soon as they become available. Only company checks or money orders payable to the order of The Port Authority of New York and New Jersey will be accepted. Contract HT-224.130 – Holland Tunnel – Latent Salt Damage Repairs and Mitigation. Estimate Range: $200M - $300M. Bids Due Tuesday, July 9, 2019. The work under this contract consists generally of furnishing and installing folding and flexible membrane flood barrier assemblies; furnishing and installing concrete flood walls and related foundations; repair of granite block and concrete; replacement of wall and ceiling tiles; removal of salt residue; replacement of low-voltage and medium-voltage cables and fiber optic cables; replacement of pump room equipment and fire detection suppression system components and elevator components; and related work at the Holland Tunnel, including ventilation buildings, pump rooms, approach ramps, and the vicinities thereof in New York and New Jersey. This project may be Federally funded in whole or in part. Accordingly, all bidders and the successful Contractor will be required to comply with any and all required applicable federal provisions and requirements contained in this solicitation and resulting contract. This Contract contains Prerequisites:
1.) The bidder must be able to demonstrate the following:
a. That the bidding entity has a minimum of ten (10) years construction experience and has completed (or substantially completed) as a prime or general contractor at least two (2) contracts of comparable size, type and complexity to the work of this Contract. The bidder may also qualify if the bidder or persons or entities owning and controlling the bidding firm shall have satisfactorily met, as owning and controlling another firm, the aforementioned requirements.
b. That the bidding entity's full-time Project Manager and full-time Superintendent each have a minimum of ten (10) years construction experience on contracts comparable in size, type and complexity to the work of this Contract.
c. That the bidders proposed flood barrier assembly manufacturer(s) has five (5) years of successful experience in the design, manufacturing and testing of both folding and flexible membrane flood barrier assemblies and has successfully completed at least two (2) projects of similar types and materials as required by this Contract.
The Port Authority of New York and New Jersey (Port Authority), in accordance with the provisions of Title VI of the Civil Rights Act of 1964 (78 Stat. 252, 42 U.S.C. §§ 2000d to 2000d-4) and the Regulations, hereby notifies all bidders that it will affirmatively ensure that any contract entered into pursuant to this advertisement, disadvantaged business enterprises will be afforded full and fair opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, or national origin in consideration for an award.
