Sealed proposals for the following contract will be received by The Port Authority of New York and   New Jersey in the office of the Chief Procurement Officer, Attn: Bid Custodian, 4 World Trade Center, 150 Greenwich Street, 21st Floor, New York, NY 10007, until 2:30 PM on the date indicated where the proposals will then be publicly opened and read in the Bid Room.

The contract book will be publicly posted online at http://www.panynj.gov/business-opportunities/bid- proposal-advertisements.html?tabnum=5 under the World Trade Center Delivery tab. To obtain contract drawings and specifications associated with the contract book, bidders must make arrangements for a time and date to pick up the documents by contacting Elza Renazile at (212) 435-4657; e-mail – erenazile@panynj.gov.Questions by prospective bidders concerning the contract should be directed only to the person whose name is listed.

Only those bidders who can satisfactorily demonstrate that they meet the requirements of the Port Authority of New York and New Jersey’s Information Security Handbook online at http://www.panynj.gov/business-opportunities/information-security-requirements.html will be able to obtain the basic contract drawings and specifications associated with the contract book. Because of enhanced security measures, please bring proper photo identification (i.e., valid driver's license and company ID) and SWAC ID when coming to pick up the basic contract drawings and specifications associated with the contract book. A VALID PHOTO ID IS REQUIRED TO GAIN ACCESS INTO THE 4 WORLD TRADE CENTER BUILDING. Individuals picking up the basic contract drawings and specifications must have demonstrated meeting the requirements of the Information Security Handbook.

Contract WTC-324.359.06 – World Trade Center – WTC Streets, Utilities and Related Infrastructure Phase II--Final Streets and Sidewalk Surfaces, Streetscape Elements and Open Spaces—Package 6. Estimate Range: $10M - $15M. Bids Due: Thursday, August 15, 2019. The work under this contract consists generally of furnishing and installing street and sidewalk surfaces, including excavation, backfill, drainage, paving, street light fixtures, streetscape furniture, electrical, provide roofing above the structural slab at Vesey Street, and related work adjacent to the West Bathtub Vehicular Access and Perelman  Performing Arts Center at the World Trade Center, located at Fulton, Greenwich and Vesey Streets in New York, New York.

Portions of the contract documents and specifications associated with the contract book are categorized as Confidential Privileged, as per the Port Authority’s Information Security Handbook. The Contractor will be required to comply with specific security protocols specific for the WTC. Prospective bidders can submit questions concerning the upcoming solicitation and make arrangements for a time and date to pick up the documents by contacting Elza Renazile at (212) 435-4657; e-mail – erenazile@panynj.gov.
Each bidder or his/her authorized representative must make proper arrangements before inspecting the construction site. To make such arrangements email ushulzyc@panynj.gov.

This Contract contains Prerequisites:
Each bidder shall submit with his Bid two (2) hard copies and one (1) electronic copy of the information requested in A below. This information shall be presented in an organized fashion in 8-1/2 inch by 11 inch bound volumes. Each copy shall be reproducible. The information shall be categorized and sub-categorized in exact accordance with the following paragraphs. The bound volumes shall include tabs for quick reference to the various sections described below.
A. The bidder must demonstrate to the satisfaction of the Authority that where indicated below, it, or the entity performing the applicable Work, meets the minimum requirements stated in A.1.) through A.3.). below to the satisfaction of the Procurement Chief. If the bidder cannot demonstrate that it, or the entity performing the applicable Work, meets all of the below mentioned qualifications, then the bidder may, with others, satisfy the requirements by forming a joint venture and demonstrate that the joint venture itself, or any of its participants individually, meet the requirements:
1. That the bidder possesses the relevant experience, and capability to construct a project of this type. The bidder must fulfill this requirement by providing verifiable references for one (1) project completed within the past five (5) years that is similar in size, type and complexity to the Project.
2. The bidder must have a minimum of ten (10) years construction experience working on projects of comparable size, type and complexity as the Project.
3. The bidder’s Project Superintendent and Project Manager must each have ten (10) years of verifiable experience in work of similar size and complexity as the Project.  

A Bid submitted by a bidder who does not meet the prerequisite Qualification Information requirements will be considered non-responsive and the bidder's Bid will not be eligible for acceptance by the Authority.  
If the bidder cannot demonstrate that it meets all of the required prerequisite qualifications, then the bidder may, with others, form a joint venture. The prerequisites will be considered satisfied if the joint venture itself, or any of its participants individually, can meet the requirements. If a joint venture which has not been established as a distinct legal entity submits a Bid, it and all participants in the joint venture shall be bound jointly and severally and each such participant in the joint venture shall execute the Bid and do each act and thing required by this Contract. All joint venture bidders must provide documentation of their legal status. The bidder may also qualify if the bidder or persons or entities owning and controlling the bidding firm, shall have satisfactorily met, as owning and controlling another firm, all of the above mentioned qualifications.

The Port Authority of New York and New Jersey (Port Authority), in accordance with the provisions of Title VI of the Civil Rights Act of 1964 (78 Stat. 252, 42 U.S.C. §§ 2000d to 2000d-4) and the Regulations, hereby notifies all bidders that it will affirmatively ensure that any contract entered into pursuant to this advertisement, disadvantaged business enterprises will be afforded full and fair opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, or national origin in consideration for an award.

Additionally, all bidders (including proposers, and respondents, as applicable) are notified that the Port Authority will ensure that, with respect to any contract/agreement entered into pursuant to this advertisement, disadvantaged business enterprises, minority business enterprises and woman-owned business enterprises, as applicable, will be afforded full and fair opportunity to submit bids, proposals and responses, as applicable, in response to this invitation, and will not be discriminated against on the grounds of race, color, or national origin in consideration for an award.
