Sealed bids for the following contract will be received by The Port Authority of New York and New Jersey in the office of the Chief Procurement Officer, Attn: Bid Custodian, 4 World Trade Center, 150 Greenwich Street, 21st Floor, New York, NY 10007, until 2:30 PM on the date indicated where the bids will then be publicly opened and read in the Bid Room.
Contract documents may be seen at the Contract Desk on the 1st Floor, 2 Montgomery Street, Jersey City, NJ and may be obtained upon receipt of a non-refundable payment of $100.00 per set. If contract documents are not immediately available, prospective bidders are encouraged to pre-order the contract documents by sending the payment of $100.00 per set in advance. The contract documents will be shipped by overnight delivery at no additional cost as soon as they become available. Only company checks or money orders payable to the order of The Port Authority of New York and New Jersey will be accepted. Contract GWB-244.397 – George Washington Bridge – Cashless Tolling Infrastructure Via Work Order. Estimate Range: $70M - $80M. Bids Due Thursday, August 15, 2019. The work under this contract consists generally of furnishing and installing cashless tolling infrastructure including: drilled shaft foundations; demolition and removal of existing toll booths and plazas; furnishing and installing gantries, equipment shelters, pavement, traffic signage and pavement markings; electrical work; environmental remediation including lead and asbestos abatement; noise control and abatement; maintenance of traffic and related work at the toll plaza areas at the Upper Level and Lower Level of the George Washington Bridge and the vicinities thereof in Fort Lee, New Jersey, all as directed by Engineer and in accordance with Work Order(s) issued by the Engineer. This Contract contains Prerequisites:
1.) The bidder must be able to demonstrate the following in a. through d. The bidder may also qualify for a., b. and c. below, if the bidder or persons or entities owning and controlling the bidding firm shall have satisfactorily met the requirements as owning and controlling another firm.
a. That the bidder has completed or substantially completed at least two (2) civil infrastructure contracts simultaneously comparable in size and complexity to the work in this Contract within the previous fifteen (15) years.
b. That the bidder has a minimum of ten (10) years of experience coordinating and managing construction work in an urban, highly congested area, subject to high traffic volume requiring extensive maintenance of traffic.
c. The bidder must have managed one (1) contract in the past five (5) years where drilled shaft foundations were installed.
d. That the bidder’s full-time Project Manager and Superintendent shall each have a minimum of ten (10) years construction experience on contracts comparable in type, size and complexity to the work of this Contract.
A Bid submitted by a bidder who does not meet the prerequisites Qualification Information requirements will be considered non-responsive and the bidder's Bid will not be eligible for acceptance by the Authority.
The Port Authority of New York and New Jersey (Port Authority), in accordance with the provisions of Title VI of the Civil Rights Act of 1964 (78 Stat. 252, 42 U.S.C. §§ 2000d to 2000d-4) and the Regulations, hereby notifies all bidders that it will affirmatively ensure that any contract entered into pursuant to this advertisement, disadvantaged business enterprises will be afforded full and fair opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, or national origin in consideration for an award.
