Sealed proposals for the following contract will be received by The Port Authority of New York and New Jersey in the office of the Chief Procurement Officer, Attn: Bid Custodian, 4 World Trade Center, 150 Greenwich Street, 21st Floor, New York, NY 10007, until 2:30 PM on the date indicated where the proposals will then be publicly opened and read in the Bid Room.

Questions by prospective bidders concerning the contract should be directed only to the person whose name is listed. Because of enhanced security measures, please bring proper photo identification (i.e., valid driver's license and company ID) when coming to pick up contract documents.

Contract WTC-964.946 – World Trade Center Flood Mitigation and Resiliency Program – At-Grade Bollard Protection System and Water Intrusion Protection Systems at West Bathtub Vehicular Access. Estimate Range $10M - $15M, Bids Due: Thursday, October 10, 2019. Scope of work includes providing and installing at-grade Water Intrusion Protection Systems (WIPS) and Bollard Protection System (BPS) at the West Bathtub Vehicular Center. The BPS utilizes sidewalk bollards adjacent to the West Bathtub Vehicular Center. The WIPS component of the contract would protect flood water infiltration for at-grade openings.

This Contract contains Prerequisites:
Each bidder shall submit with his Bid two (2) hard copies and one (1) electronic copy of the information requested in A below. This information shall be presented in an organized fashion in 8-1/2 inch by 11inch bound volumes. Each copy shall be reproducible. The information shall be categorized and sub-categorized in exact accordance with the following paragraphs. The bound volumes shall include tabs for quick reference to the various sections described below.
The bidder must demonstrate to the satisfaction of the Port Authority that it has the relevant experience and capability to construct a project of this type. The Authority will consider Bids only from firms demonstrating that they meet the following Prerequisites for the performance of work similar to the Scope of Work described herein. The Authority will be the sole judge of whether a Bidder meets the qualification and Prerquisite requirements.
1) The Bidder shall fulfill this requirement by providing verifiable references for one (1) project completed within the past four (4) years of similar size, type and complexity.
2) Project Superintendent must have ten (10) years of verifiable experience in general construction work of similar size and complexity, as a Project Superintendent.
A Bid submitted by a bidder who does not meet the prerequisite Qualification Information requirements will be considered non-responsive and the bidder's Bid will not be eligible for acceptance by the Authority.
If the bidder cannot demonstrate that it meets all of the required prerequisite qualifications, then the bidder may, with others, form a joint venture. The prerequisites will be considered satisfied if the joint venture itself, or any of its participants individually, can meet the requirements. If a joint venture which has not been established as a distinct legal entity submits a Bid, it and all participants in the joint venture shall be bound jointly and severally and each such participant in the joint venture shall execute the Bid and do each act and thing required by this Contract. All joint venture bidders must provide documentation of their legal status.
The bidder may also qualify if the bidder or persons or entities owning and controlling the bidding firm, shall have satisfactorily met, as owning and controlling another firm, all of the above mentioned qualifications.
This project may be funded, in whole or in part, by a grant from the Federal Transit Administration (FTA), and this procurement and contract are subject to applicable FTA requirements.
