Sealed bids for the following contract will be received by The Port Authority of New York and New Jersey in the office of the Chief Procurement Officer, Attn: Bid Custodian, 4 World Trade Center, 150 Greenwich Street, 21st Floor, New York, NY 10007, until 2:30 PM on the date indicated where the bids will then be publicly opened and read in the Bid Room.
Contract documents may be seen at the Contract Desk on the 1st Floor, 2 Montgomery Street, Jersey City, NJ and may be obtained upon receipt of a non-refundable payment of $100.00 per set. If contract documents are not immediately available, prospective bidders are encouraged to pre-order the contract documents by sending the payment of $100.00 per set in advance. The contract documents will be shipped by overnight delivery at no additional cost as soon as they become available. Only company checks or money orders payable to the order of The Port Authority of New York and New Jersey will be accepted. Contract JFK-174.316 – John F. Kennedy International Airport – Early Action Traffic Systems (EATS) Via Work Order. Estimate Range: $30M - $40M. Bids Due: Tuesday, October 29, 2019. The work under this contract consists generally of infrastructure work including removal of existing gantries and structural foundations; furnishing, installing and maintenance of Intelligent Transportation System devices and related appurtenances, closed circuit television cameras, traffic signage; drilled shaft foundations; civil, power and communications work; maintenance of traffic and work area protection; temporary work platforms and scaffolding; and related work at various airside and landside locations at John F. Kennedy International Airport, the Van Wyck Expressway and the Belt Parkway in Queens, New York, all as directed by Engineer and in accordance with Work Order(s) issued by the Engineer. This Contract contains Prerequisites:
A. The bidder must be able to demonstrate the following:
1.) That the bidder has a minimum of ten (10) years of continuous experience as a general contractor performing the work comparable in size, type and complexity to the work in this Contract. That the bidder has completed or substantially completed at least two (2) Intelligent Transportation System (ITS) technology deployment, testing, and integration contracts comparable in size, type and complexity to the work in this Contract within the previous ten (10) years and that the bidder has performed at least 20 percent of the work in those contracts with its own forces at the construction site. The bidder may also qualify if the bidder or persons or entities owning and controlling the bidding firm shall have satisfactorily met, as owning and controlling another firm, the aforementioned requirements.
2.) That the bidder has a minimum of ten (10) years of experience coordinating and managing work in an urban, highly congested area, subject to high traffic volume requiring extensive maintenance of traffic, that includes phased construction active roadways.
3.) That the bidder's full-time Project Manager and Superintendent shall each have a minimum of ten (10) years construction experience on contracts comparable in type, size and complexity to the work in this Contract and each shall have participated in at least one contract comparable in size, type and complexity to the work of this Contract.
4.) That the bidder has performed on contract in the past five years where drilled shaft foundations were installed.
5.) That the bidder met contractual milestones and completion dates on schedule on contracts comparable in type, size, and complexity to the work of this Contract.
A Bid submitted by a bidder who does not meet the Qualification Information requirements will be considered non-responsive and the bidder's Bid will not be eligible for acceptance by the Authority.
The Port Authority of New York and New Jersey (Port Authority), in accordance with the provisions of Title VI of the Civil Rights Act of 1964 (78 Stat. 252, 42 U.S.C. §§ 2000d to 2000d-4) and the Regulations, hereby notifies all bidders that it will affirmatively ensure that any contract entered into pursuant to this advertisement, disadvantaged business enterprises will be afforded full and fair opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, or national origin in consideration for an award.
