Sealed bids for the following contract will be received by The Port Authority of New York and New Jersey in the office of the Chief Procurement Officer, Attn: Bid Custodian, 4 World Trade Center, 150 Greenwich Street, 21st Floor, New York, NY 10007, until 2:30 PM on the date indicated where the bids will then be publicly opened and read in the Bid Room.
Contract documents may be seen at the Contract Desk on the 1st Floor, 2 Montgomery Street, Jersey City, NJ and may be obtained upon receipt of a non-refundable payment of $100.00 per set. If contract documents are not immediately available, prospective bidders are encouraged to pre-order the contract documents by sending the payment of $100.00 per set in advance. The contract documents will be shipped by overnight delivery at no additional cost as soon as they become available. Only company checks or money orders payable to the order of The Port Authority of New York and New Jersey will be accepted. Contract JFK-174.319 – John F. Kennedy International Airport – Rapid Response Device Deployment (R2D2) Via Work Order. Estimate Range: $15M - $20M. Bids Due: Thursday, April 2, 2020. The work under this contract consists generally of furnishing, installation, relocation and removal of airport wayfinding signage and traffic control devices, including roadside and overhead signage, pavement markings and traffic signals; civil site work; modifications to landside transportation infrastructure and related Work at various landside locations at John F. Kennedy International Airport, Queens, New York, all as directed by Engineer and in accordance with Work Order(s) issued by the Engineer. This contract contains Prerequisites:
A. The bidder must be able to demonstrate the following:
1.) That the bidder has a minimum of ten years of continuous experience as a general contractor performing work comparable in size, type and complexity to work of this contract. That the bidder has completed or substantially completed at least two immediate repair projects requiring rapid response and deployment of manpower and equipment within the previous ten years. That the bidder has performed at least 20 percent of the work of those contracts with its own forces at the construction site. The bidder may also qualify if the bidder or persons or entities owning and controlling the bidding firm shall have satisfactorily met, as owning and controlling another firm, the aforementioned requirements.
2.) That the bidder has a minimum of ten years of experience coordinating and managing work in an urban, highly congested area, subjected to high traffic volume requiring extensive maintenance of traffic.
3.) That the bidder's full-time Project Manager and Superintendent shall each have a minimum of ten years of construction experience on contracts comparable in type, size and complexity to the work of this Contract.
4.) That the bidder has performed work on a contract in the past five years involving traffic control device procurement and deployment including, but not limited to, installation and reinstallation of signage, pavement markings, placement of traffic cones, and miscellaneous civil site work.
A Bid submitted by a bidder who does not meet the prerequisite Qualification Information requirements will be considered non-responsive and the bidder's Bid will not be eligible for acceptance by the Authority.
The Port Authority of New York and New Jersey (Port Authority), in accordance with the provisions of Title VI of the Civil Rights Act of 1964 (78 Stat. 252, 42 U.S.C. §§ 2000d to 2000d-4) and the Regulations, hereby notifies all bidders that it will affirmatively ensure that any contract entered into pursuant to this advertisement, disadvantaged business enterprises will be afforded full and fair opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, or national origin in consideration for an award.
