The Port Authority of New York and New Jersey has temporarily ceased public bid openings and will allow for the digital submission of bids using the Bonfire platform, located at the link below.

Bidders MUST register in order to download bid documents and associated information regarding the below referenced solicitation and in order to upload bid submissions.

Registration on Bonfire platform requires a separate and distinct registration from all other Authority platforms.

Airside Utilities and Paving North – Partial Deconstruction of Terminal A

Bids Due: Tuesday, June 22, 2021

Sealed bids for the following contract will be received by The Port Authority of New York and New Jersey, until 2:30 PM on the date indicated.

The Authority shall accept only those bids in electronic format for which the submission or modification is completed at the time of the Bid Due Date.  Bid submissions will be accepted by upload only, at https://panynj.bonfirehub.com/portal/?tab=login and must be uploaded and received by the Authority by 2:30 PM EST on the date indicated in order to be considered.  Hand deliveries and mailed deliveries (e.g., UPS, USPS) will not be accepted.  The Port Authority may request an original, signed paper submission at any time following the Bid Due Date.  If requested, such original, signed paper submission must be identical to the electronic submission.  In the event of a discrepancy, the electronic submission shall control.

Contract documents will no longer be available for purchase at the Contract Desk on the 1st Floor, 2 Montgomery Street, Jersey City.  Prospective bidders may obtain contract documents by downloading the documents directly from the Bonfire platform, by logging in to Bonfire after completing a one-time new vendor registration.  The contract documents will be made available electronically to the prospective bidder at no cost, as soon as they become available.  For availability of contract documents, go to https://www.panynj.gov/port-authority/en/business-opportunities/solicitations-advertisements/Construction.html.  Questions by prospective bidders concerning the contract should be directed only to the person whose name and phone number is listed.

Contract EWR-154.384 – Newark Liberty International Airport – Terminal A Redevelopment Program - Airside Utilities and Paving North – Partial Deconstruction of Terminal A. Estimate Range: $230M - $240M. Bids Due: Tuesday, June 22, 2021. The work under this contract consists generally of construction of airfield and apron improvements including milling and full depth removal of existing concrete and asphalt concrete pavement; furnishing and installing utilities including storm drainage and water mains; partial deconstruction of Terminal A including deconstruction and removal of existing satellites and connectors; architectural improvements to Terminal A and partial removals, miscellaneous metals, finishes, structural,  mechanical, plumbing, fire protection, baggage handling, electrical, wayfinding and signage; removal of lead and asbestos, maintenance of traffic and work area protection; and related work at Terminal A and the vicinity thereof at Newark Liberty International Airport, New Jersey.  For questions, call Megan Connors at (212) 435-4663; email – meconnors@panynj.gov.

This Contract contains Prerequisites.

A.  The bidder must be able to demonstrate the following. The bidder may also qualify for 1.) and 2.) below, if the bidder or persons or entities owning and controlling the bidding firm shall have satisfactorily met the requirements of 1.) and 2.) as owning and controlling another firm.

1.)  That the bidder has a minimum of ten years construction experience and has completed (or substantially completed) as a prime or general contractor at least two contracts of type, size and complexity comparable to the work of this Contract within an operating airport environment.

2.)  That the bidder's full-time Project Manager and full-time Superintendent each have a minimum of ten years of construction experience on contracts comparable in type, size and complexity within an operating airport environment.

3.)  That the bidder or the entity performing the aeronautical electrical work has the following qualifications:

    1. A minimum of five years working on contracts comparable in type (aeronautical 5kV lighting cables and accessories) and complexity (working in taxiways in a staged manner) to the work of this Contract.
    2. Completed or substantially completed at least two contracts comparable in type and complexity to the work of this Contract.
    3. The entity's full-time Project Manager shall have a minimum of ten years construction experience on contracts comparable in complexity (working in multiple taxiways in a staged manner).
    4. The entity's full-time Superintendent shall have a minimum of ten years construction experience on contracts comparable in type (aeronautical 5kV lighting cables and accessories) and complexity (working in multiple taxiways in a staged manner).

        4.)  That the bidder or the entity performing the abatement work has the following qualifications:

    1. A minimum of five years working on contracts comparable in type (lead and asbestos abatement) and complexity (working in a staged manner) to the work of this Contract.
    2. Completed or substantially completed at least two contracts comparable in size, type and complexity to the work of this Contract.
    3. The entity's full-time Project Manager shall have a minimum of ten years construction experience on contracts comparable in complexity within an operating airport environment.
    4. The entity's full-time Superintendent shall have a minimum of ten years construction experience on contracts comparable in type (abatement) and complexity within an operating airport environment

       5.)  That the bidder or the entity performing the demolition work has the following qualifications:

    1. A minimum of five years working on contracts comparable in type (demolition) and complexity (working in a staged manner) to the work of this Contract.
    2. Completed or substantially completed at least two contracts comparable in size, type and complexity to the work of this Contract.
    3. The entity's full-time Project Manager shall have a minimum of ten years construction experience on contracts comparable in complexity within an operating airport environment.
    4. The entity's full-time Superintendent shall have a minimum of ten years construction experience on contracts comparable in type (demolition) and complexity within an operating airport environment.

       6.)  That the bidder or entity performing the work is able to provide documentation of past experience that it can place a minimum of 500 cubic yards of concrete per day and an estimated total of 5,000 cubic yards within an operating airport environment, and meets the following:

    1. That the bidder or entity performing the work is capable of providing sufficient equipment, including at a minimum a slipformer to place large volumes of concrete for an extended duration.
    2. That the bidder or entity performing the work was able to meet contractual milestones/completion dates on schedule on other similar projects.

       7.)  That the bidder or entity performing the work can complete a contract requiring the installation of approximately 1,500 tons of asphalt per day, and an estimated total of 20,000 tons, within an operating airport environment, evidenced by documentation that the bidder can provide sufficient equipment to place asphalt for an extended duration, and that it can obtain materials from a local supplier that can meet the demand for materials.

       8.)  That the bidder or entity performing the work can complete a contract requiring the installation of approximately 100 light bases and 800 in-pavement or otherwise lighting fixtures within an operating airport environment, homeruns to an electrical switch house and underground electrical ductbanks and conduits.

      9.)  That the bidder or entity performing the work can provide sufficient labor, equipment and experience to kerf a minimum of 1,500 linear feet per day and place a minimum of 10 airfield lighting base cans per day evidenced by documentation including at a minimum equipment cut sheets and a breakdown of workers.

A Bid submitted by a bidder who does not meet the prerequisite Qualification Information requirements will be considered non-responsive and the bidder's Bid will not be eligible for acceptance by the Authority.

The Port Authority of New York and New Jersey (Port Authority), in accordance with the provisions of Title VI of the Civil Rights Act of 1964 (78 Stat. 252, 42 U.S.C. §§ 2000d to 2000d-4) and the Regulations, hereby notifies all bidders that it will affirmatively ensure that any contract entered into pursuant to this advertisement, disadvantaged business enterprises will be afforded full and fair opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, or national origin in consideration for an award.

Additionally, all bidders (including proposers, and respondents, as applicable) are notified that the Port Authority will ensure that, with respect to any contract/agreement entered into pursuant to this advertisement, disadvantaged business enterprises, minority business enterprises and woman-owned business enterprises, as applicable, will be afforded full and fair opportunity to submit bids, proposals and responses, as applicable, in response to this invitation, and will not be discriminated against on the grounds of race, color, or national origin in consideration for an award.
