The Port Authority of New York and New Jersey has temporarily ceased in-person public bid openings and will allow for the digital submission of bids using the link provided by the Authority.
Bidders MUST meet the Information Security Handbook Requirements in order to receive a link from the Authority todownload bid documents and associated information regarding the below referenced solicitation and in order to upload bid submissions.

Sealed bids for the following contract will be received by The Port Authority of New York and New Jersey, until 2:30 PM on the date indicated.
The Authority shall accept only those bids in electronic format for which the submission or modification is completed at the time of the Bid Due Date. Bid submissions will be accepted by upload only, at the link provided by the Authorityand must be uploaded and received by the Authority by 2:30 PM EST on the date indicated in order to be considered. Hand deliveries and mailed deliveries (e.g., UPS, USPS) will not be accepted. The Port Authority may request an original, signed paper submission at any time following the Bid Due Date. If requested, such original, signed paper submission must be identical to the electronic submission. In the event of a discrepancy, the electronic submission shall control.
Contract documents will no longer be available for purchase at the Contract Desk on the 1st Floor, 2 Montgomery Street, Jersey City. Prospective bidders may obtain Contract documents by sending an email request to the Procurement Contract Specialist whose contact information is listed. After meeting the Information Security Handbook Requirements, a link for downloading the Contract documents will be provided by the Authority. The Contract documents will be made available electronically to the prospective bidder at no cost, as soon as they become available. Failure to meet the information security requirements in order to view/obtain the Contract documents may result in your firm's Bid, if submitted, being found not eligible for acceptance by the Authority.
ContractPAT-024.092 – PATH – Replacement of Substation No. 2.Estimate Range: $100M - $110M. Bids Due: Friday, December 10, 2021. The work under this contract consists generally of construction of a two-story steel framed substation building, including switchgear, heavy-duty traction power transformers, medium voltage and traction power cables, Supervisory Control and Data Acquisition system, Synchronous Optical Network equipment and security and access controls; construction of a bulkhead for tunnel emergency evacuation shaft and an underground utility connection to existing PATH tunnels and subsurface utilities; furnishing, installing and commissioning electrical and mechanical equipment, compressor plant for pneumatic air system and fire protection systems; furnishing and installing stand-by generators; switch-over from the existing Substation No. 2; site work, including grading, landscaping, construction of access roadways, curbs and walkways, furnishing and installing perimeter fencing and drainage, maintenance and protection of vehicular and pedestrian traffic and related work at a site bounded by Washington Street, Greene Street and Second Street and the vicinity thereof in Jersey City, New Jersey. This Contract contains Prerequisites:
A. The bidder must be able to demonstrate the following:
1.) That the bidder has substantially completed, as a prime or general contractor, at least two contracts of comparable size, type and complexity to the work of this Contract within the last 20 years.
2.) That the bidder has successfully completed a minimum of two projects within last ten years in an urban area for each of the following types of work:
a.) Installation of rigid support of excavation structure in close proximity of an operating soft ground tunnel;
b.) Ground treatment and groundwater control in close proximity of an operating soft ground tunnel; and
c.) Pipe jacking or microtunneling within 10 feet below operating railroad tracks.
3.) That the bidder's full-time Project Manager and Superintendent shall each have a minimum of ten years' experience working on an active railroad track and in an active tunnel environment and a minimum of ten years' experience in the construction and commissioning of DC traction power substations, and each shall have acted as Project Manager and Superintendent respectively on at least two projects of size, type, and complexity to the work of this Contract within the previous ten years.
4.) That the bidder or entity performing the work has installed, tested, and commissioned medium voltage substation equipment, or similar size, type, and complexity of equipment, involving a minimum of 60 percent electrical work.
5.) That the bidder or entity performing the work has completed, or substantially completed at least two DC traction power substations, which included installation, testing and commissioning traction power systems of similar size, type, and complexity to the work of this Contract.
A Bid submitted by a bidder who does not meet the prerequisite Qualification Information requirements will be considered non-responsive and the bidder's Bid will not be eligible for acceptance by the Authority.
The Port Authority of New York and New Jersey (Port Authority), in accordance with the provisions of Title VI of the Civil Rights Act of 1964 (78 Stat. 252, 42 U.S.C. §§ 2000d to 2000d-4) and the Regulations, hereby notifies all bidders that it will affirmatively ensure that any contract entered into pursuant to this advertisement, disadvantaged business enterprises will be afforded full and fair opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, or national origin in consideration for an award.
